My brother and his wife lived in Ceurnavaca, Mexico for a few months. There appears to not be stringent dumping and sanitation laws there. There was an empty lot in the house they were living at so people amazingly just threw all their trash in this lot! It was crazy! It looked just like a small dump!
One day my brother was doing laundry and happened to peer out the window over the wall surrounding their house. To his astonishment, there was a guy squatting on the pile of trash pinching off a loaf! Unbelievable!

where is that, and have you put in a request to have the trash cleared out of that area?
